Historical and Cultural Heritage and the Development of Historical Settlement Tomsk

Abstract

The article deals with the problem of preservation and development of historical settlements, actual for Russia, viewing from the Tomsk-city, a historical settlement of the federal significance. Particular attention is paid to the issue of regional originality, the need and the importance of its preservation for the development of the ancient Siberian city as well as to various aspects of this approach. The object of the study is the fragment of the historical center of Tomsk - the territory associated with the place of its foundation, the so-called museum complex "Old Tomsk". The subject of the research is the historical and cultural potential of this unique territory and possibilities of its use. The option of preservation and development of the territory, considering the value and degree of integrity of its individual fragments, is proposed on the base of a significant amount of research and design considerations made by the author and under his supervision. The article deals with scientifically-based adaptation of historical housing as an effective mechanism not for the preservation only but for the development of this historical territory which forms the architectural and artistic originality of the city. In conclusion, the focus of the article is on the relationship between the attitude to the historical and cultural heritage and the level of national security, scientifically based use of heritage and the solution of a number of priorities facing our state. It is concluded that the wooden buildings of Russian cities in the latter half of the 19th - the early 20th century, as well as a holistic environmental system represented by wooden buildings of this period and preserved in Tomsk resulted in the unique phenomenon of the world culture. The high degree of our responsibility for its preservation to our compatriots and the world community is determined by these factors.
