The article highlights the increasing policy focus on developing master plans, particularly for regions with promising development potential, such as the Far East and Arctic. Using specific examples - such as the Yakutsk master plan and the Kavminvod intercity agglomeration master plan - the article illustrates the shortcomings of these documents and their actual role: attracting funds from the federal budget and investors to finance key projects for the development of cities and agglomerations, and providing a basis for participating in competitions for infrastructure loans from the state budget. The evaluation of two options for integrating master plans into Russian legislation, discussed by the Ministry of Construction, shows that there is still no clarity on this issue, which may further delay legislative support for the document.
