The article analyzes the experience of using a framework approach in the territorial planning for the Moscow region in the formation of a natural and ecological framework as the basis for sustainable urban development. For the first time in the urban planning practice in 2003, proposals were made for the allocation of natural ecological and natural-historical territories for a highly urbanized region. The idea of forming natural and historical frameworks was further developed in the approved Territorial planning Schemes of the Moscow region for the period up to 2020 (2007) and up to 2040 (2021). The planned natural-historical, natural ecological territories in combination with specially protected natural territories form the basis of the natural-ecological framework of the region, to which other forested areas and water bodies also include. In order to implement measures to preserve the natural and ecological framework, it is necessary to amend the Urban Planning Code of the Russian Federation, to consolidate the concept of a regional natural and ecological framework and the obligation to display it in the territorial planning documents of the subjects of the Russian Federation. The article is prepared on the basis of the results of many years of research carried out in the "NIIPI of Urban Planning" as part of the work on the preparation of changes to the Scheme of territorial planning of the Moscow region.
