Pressing urban development challenges are addressed under the influence of normative frameworks, often formed based on the evaluation criteria of previous stages of development and rhetorically enshrined in urban development policy. The success of problem-solving and ensuring the appropriateness of place and time depend on how questions are posed, including the analysis of relevant categories and assessments, principles, and values. The question arises: is it possible to find solutions to these problems by relying solely on the principles of "market urbanism," ignoring one's own set of professional and political values? This article emphasizes the importance of ensuring the appropriateness of place and time, while recent trends demonstrate a shortage of fundamental research to address these challenges. Discussions about planning culture have helped to highlight ongoing changes and their impact on urban development, but the questions raised here will helpin addition relate to finding ways to ensure the appropriateness of "place" and to "time."
