The paper examines how public support and regulatory instruments shape the implementation of environmental solutions in low- and mid-rise residential architecture. The study treats state support as an integrated system that links legal norms, standardization tools, territorial development mechanisms and green finance.
A model of public support is proposed that reduces uncertainty and transaction costs for design and development teams while keeping environmental outcomes measurable and embedding green criteria into urban regulation, integrated territorial development agreements and financial incentives.
