The history of territorial development in Russia has been directly associated with military security, the development of various sectors of the economy, the construction of engineering and transport infrastructure, and the establishment of centers of cultural and spiritual education. This process of territorial development has always been accompanied by housing construction as an essential condition for establishing a stable city-forming base, creating employment opportunities, and attracting a permanent population. The article provides a detailed analysis of population migration within Russia and its concentration in certain regions of European Russia, which exacerbates population decline in small and medium-sized cities. The article seeks to substantiate and identify the urban planning measures required to reverse this negative trend.
