Prerequisites for the Formation of a System of Spatial Planning of the Country's Territory

Abstract

The article proposes a methodological approach to the formation of a multi-level spatial planning system and to substantiating the content and development mechanisms of a strategic territorial planning document (the master plan). The legal foundations of the current territorial planning model established by the Urban Planning Code of the Russian Federation are identified, as well as the methodological foundations of spatial planning in the Russian Federation in the last third of the 20th century. A conceptual approach to transitioning to a strategic master plan is substantiated through its integration into the national strategic planning system, accompanied by a comprehensive reform of spatial and territorial planning. The subject, purpose, content, procedures for development, and mechanisms for implementing the strategic master plan are defined.
