The article emphasizes that the value of the historical heritage of Saint-Petersburg is not only the phenomenon of its urban development but also the specific mechanism of urbanization, which allowed to purposefully form unique architectural ensembles. The circumstances of the urban planning processes of reconstruction of the territory between the Neva and the Moika rivers, which led to the appearance of a large regular urban complex, meeting the criteria of the metropolitan center of the metropolis, are considered. Particular attention is paid to the balance of open and closed spaces, the conditions for the development of infrastructure.
