Is the Master Plan аn Effective Tool for the Development ofTerritories in Russia?

The development of master plans for agglomerations and large cities is the main strategic spatial planning trend in Russia. Using the examples ofthe Perm Strategic Master Plan and the Astrakhan Agglomeration Master Plan, it is shown that the low resource provision level of these documents does notallow them to fulfill the role attributed to them as an effective tool for territorial development. The presence of master plans is a prerequisite for participation in competitions for public investment and attracting investors. The differences between the strategic master plan and the comprehensive strategic plan as an intersectoral document are noted. The foreign experience of implementing strategic plans is discussed. The conclusions consider the conditions that contribute to improving the effectiveness of master plans.
