City-Forming Objects: Criteria for the Subject of Protection and Prospects for Their Improvement

Abstract

Based on the analysis of the regulation of a historically valuable city-forming object, the article formulates proposals for further improvement of normative regulation. The authors conclude that city-forming objects are a phenomenon of permanent property, and therefore it is proposed to differentiate them. Firstly, into ordinary, initially having a significant function for the development of the settlement, and, secondly, into historically valuable ones, preserved in connection with the role in the formation of the image of the settlement, its identity, which is revealed retrospectively. This approach is based on the fact that it is often the course of time that reveals the historical and cultural image of the settlement and the components of this image - city-forming objects.
