A New Approach to the Structure and Composition of Urban Planning Documentation in Russia

Abstract

The article analyzes the chronology of the transformation of the Russian urban planning system from the moment of its transition to market conditions to the present, the emergence of a new participant in urban planning relations – private business, the identification of cause-and-effect relationships between changes in the composition and content of urban planning documentation, the influence of factors of artificial separation of documents of statistical and territorial planning. An analysis of urban planning practice and non-systemic experience in the preparation of master plans revealed a tendency for participants in urban planning relations to request the restoration of an integrated approach to the preparation of urban planning documentation, which includes sections of a conceptual and strategic vision for the development of territories. The option of legally defining the place and role of the conceptual document of the master plan in the structure of urban planning system, the need to establish regulatory and technical requirements for its content and preparation are also being considered.
