Best Practices of Territorial Planning in BRICS Countries

Abstract
The choice of spatial development strategies for the largest megacities and regions, the definition of their long-term development priorities in territorial planning documents remain relevant in the first quarter of the 21st century. The article analyzes the best practices of territorial planning of highly urbanized regions in the largest BRICS countries: China and India. The latest strategic documents are considered: the Master Plan for the Coordinated Development of the Beijing-Tianjin-Hebei Metropolitan Region and the Beijing Master Plan for the period up to 2035, as well as the Delhi Master Plan for the period up to 2041. It is emphasized that the key trends in the development of megacities, recorded in the strategic territorial planning documents, are: the transition to intensive integrated regional development, a clear formulation of goals and objectives for the next 20 years, taking into account adaptation to new challenges, the priority of solving environmental problems, the mandatory monitoring and control system for the implementation of the adopted documents. The obtained results of the analysis can be used in urban planning practice when elaborating master plans for the development of Russian megacities and highly urbanized regions.
