In accordance with the provisions of the Urban Planning Code of the Russian Federation, urban planning is not only a professional activity that provides legal grounds for allocating territories for conducting certain types of economy and choosing locations for the construction of objects for various purposes, but, above all, the state need, function and task of spatial organization of effective, balanced and sustainable environmental management, creating favorable living conditions for the population, formation of a comfortable and relatively safe environment, taking into account local natural features, if possible. Urban planning requires the consolidation of sectoral, local, private and public investments, planning their distribution in space and time. Urban planning always pursues socially significant goals and solves the tasks of rational organization of space and placement of objects for this and the next period, including the engineering arrangement of territories. Along the way, urban planning forms systems of spatial cells of various sizes and creates conditions for the localization of property complexes, on the basis of which the entire economic structure of states develops and even their administrative and political structure is formed.
