Strategic Planning: Modern Status and Conceptual Foundations for the Formation of a Spatial and Socio-Economic Holistic Regulation Model of the Country

Abstract
he article discusses the problems of improving the methodology of strategic planning. The methodological foundations of the current strategic planning system are considered. Contradictions of the system of strategic planning documents defined by federal legislation have been revealed. The legislatively established strategic planning mechanism does not ensure the formation of a balanced system of spatial, socio-economic development documents covering all levels of regulation, despite the declaration by federal legislation of the principles of integrated regulation of strategic development. A system analysis and a program-oriented approach are proposed as the main tool for improving the methodology of strategic planning. The general ideology and principles of the systemic development of the strategic regulation methodology are substantiated. The proposed approach towards the creation of a strategic regulation system can be used as a basis for improving legislation in the field of strategic planning, urban planning, socio-economic regulation, as well as the practical development of projects for spatial, socio-economic development of territorial entities.
