The City and General Plans of Saint-Petersburg – Leningrad of the XX – Beginning of the XXI century: Sustainability and Changing

Abstract

This article is devoted to the consideration of the City and General Plans of Saint Petersburg – Leningrad of XX – beginning of the XXI centuries for determination of peculiarities and forms of sustainability and changing of the city structures presented there. The factors of nature, administration and history continuity, which defined these peculiarities and forms are also regarded. The factors of the nature continuity are regarded as the geological, gidrografical, geomorphological and climate peculiarities of this city. The factors of history continuity are mentioned as the location of the historical center and the developed planning city structure. As the administrative factors of this continuity the Concepts of the city development “From the Gulf” and “Towards the Gulf” and the borders of the preservation of the city architectural heritage are regarded.
The tasks of the account of sustainability and changing in the long-termed, middle-termed and current urban planning of the
national, regional and local planning are defined.
