Methodological Approach to the Formation of a Model of "End-to-End" Spatial Planning

Abstract

The article considers the problem of transition to the development of strategic territorial planning documents. The current legislation and practice of strategic planning do not define the ideology and methods of preparing strategic territorial planning documents, as well as spatial planning documents covering all levels of regulation. A methodological approach is proposed that simultaneously ensures the formation of a multi-level spatial planning system and the development of strategic master plans.
