Abstract

The article examines urban planning works as complex objects of collective copyright with high social, cultural, and economic significance. Special attention is paid to the role of the Russian Academy of Architecture and Construction Sciences (RAACS) as the key professional institution capable of coordinating collective copyright issues and acting as the organizer of an effective system for protecting intellectual rights in urban planning. It is emphasized that RAACS, uniting leading specialists from the Urban Planning Department, possesses the necessary competencies to form mechanisms for collective management of rights to urban planning works, including their licensing for training artificial intelligence systems. The author analyzes legal gaps in identifying copyright collectives, mechanisms for legal protection of urban planning decisions, and proposes the concept of an extended collective license under the auspices of RAACS.
