Transformation of Russian urban planning

Abstract
This article scientifically systematizes the cause-and-effect relationships between the appearance of fundamental
urban planning errors characteristic of Russian cities, which largely occurred due to the transformation of the old Soviet and
the formation of a new urban planning system in modern market realities. Russia's transition from an administratively planned
economy to market relations marked a stage of profound transformation of the urban planning system, the emergence of new
participants in urban development activities - business structures (developers, private developers, stakeholders), which led to a
change in the ratio of private and public (public) interests in the use of the urban environment. The key to creating safe, cost-
effective and comfortable cities is to build a new system for monitoring urban development activities aimed at maintaining a
balance between private and public interests, which cannot be achieved without the preparation of high-quality, high-quality,
multi-level urban planning documentation, which, in turn, must be long-term strategic and not changed by the initiatives of
stakeholders in favor of private investment projects. Priority measures are also proposed to solve these problems and build a new
urban planning paradigm.
