Methodological Approach to Creation of the Mechanism Planning of Spatial Development of a Macroregion or a Region as Part of the Modern Strategic Planning System in Russian Federation

Abstract

Improving the regulation of spatial development problems at the level of macroregions, regions, municipalities are considered in the article. Modern practice of preparation master plan does not ensure the development of strategically oriented territorial planning documents implementing socio-economic and spatial development strategies. The legislation does not  establish the content, procedure for the preparation, approval and implementation of the master plan. The purpose and features of the preparation of foreign master plan models are determined and the inexpediency of their implementation in the strategic planning system of the Russian Federation is justified.

Currently, the planning logic and mechanisms for the mutual linking of strategic planning documents have not been established - development strategies, general plans, state and municipal programs. Spatial development planning is carried out only at the level of the Russian Federation. A methodological approach is proposed to substantiate the external spatial conditions, directions, priorities of the development of regions, municipalities as part of macro-regions, regions that provide details of the provisions of the spatial development strategy of the Russian Federation in the preparation of strategic territorial planning documents. The approach is based on the principles of program-targeted planning and clustering of regional development and it is aimed at substantiating territorial clusters within the boundaries of the macroregion (region) and the principles of economy clustering of the regions included in them.
