Abstract

The practice of regulating urban planning activities on the basis of the Urban Planning Code of the Russian Federation has shown the possibility of a relativelylegitimate reduction in the overall provision of settlements with social facilities. The reason for this was the objective approach to the norming of the territorial organization of the country, regions, and municipalities, related to thelocation of capital construction facilities, as well as the virtually free choice of territories for the preparation of project planning documentation, to which it is impossible to adequately apply the calculated norms of accessibility and provision of engineering facilities and social services to the population. It is proposed to return to a unified system of design architectural and urban planning activities, which should be based on integrated territorial planning of administrative-territorial formations and urban planning complexes.
