Theory of Central Places for Evaluating the State and Balanced Development of the Structure of Agglomerations

Abstract
This article examines the use of central place theory (CPT) frameworks, taking into account urban planning conditions, to assess the current state and plan for the balanced development of the planning structure of monocentric agglomerations. The use of the isostatic equilibrium index as an indicator of the stability and balance of the agglomeration's settlement system is proposed. A method for assessing the level of agglomeration development based on the quantitative characteristics of its existing planning structure is proposed. A matrix of development scenarios for settlements within the agglomeration is presented for planning its balanced development.
