Abstract
The relevance of the raised issues follows from the tasks set both in the Strategy of Scientific and Technological Development of the Russian Federation until 2030 and in the National Project "Science" to increase and make the fullest use of the intellectual potential of the country and ensure the technological independence of the country. Using the example of the successful formation of a large scientific and educational European cluster, the article shows: a significant contribution to the innovative development of the scientific and innovative complex (hereinafter NIC) of territories, the role of universities and their technoparks in ensuring the effective functioning of the NIC proper, their role in the transformation of settlement and improving the quality of life in the territories due to the success of investing in the research sector/Technologies.
