The effectiveness of the development of the innovative economy and the modernization of the city is an interconnected and interdependent process of creating comfortableliving conditions for the population, improving the investment climate and the formation of an entrepreneurial environment. To ensure this process, a number of policy documents have been adopted, within the framework of which modern planning strategies for the modernization of the urban environment are being developed, aimed at attracting highly qualified specialists developing the innovative sphere. In many regions, this process is proceeding with insufficient speed and fullness, and therefore the necessity and expediency of revealing the essence of the theoretical prerequisites for the modernization processes of the urban environment are obvious. The novelty of the approach Lies in the substantiation of the relationship and interdependence of the processes of modernization of the urban environment and the development of the innovative economy.
