Urban Development of Russia: Historical Features and Patterns of Spatial Organization

Abstract
To prepare the conceptual and substantive parts of the spatiaL pLanning strategy of the Russian Federation, the territorial pLanning documents of both regions and municipalities, it is necessary to conducta scientific and methodological study of the main directions of the spatiaL organization of the country's territory, identify historicaL periods and patterns of development, take into account existing sectoral strategies, delineate federal and regional tasks to ensure sustainable development of the country. Scientific substantiation of a promising model of spatiaL organization of the territory of the Russian Federation based on rational use of natural resources, balanced socio-economic development, effective infrastructure and pLanning frameworks is a prerequisite for achieving sustainable development. The need for preliminary elaboration of an integrated, geographically oriented model of the spatiaL organization of the territory of Russia, which takes into account the territorial aspects of aLL the main activities of federal authorities, as weLL as methodological recommendations on urban pLanning techniques, are becoming relevant and priority measures for spatiaL pLanning of the country. This articLe is devoted to these issues.
