The Role and place of the Russian Federation's Spatial Development Strategy in the Country's Strategic Planning System

Abstract
The article discusses the problem of developing a modern methodology for spatial planning. The experience of legal regulation and spatial development planning in the country over the past half-century has been systematized. Based on an analysis of federal legislation on strategic planning in the Russian Federation, the foundations and shortcomings of the strategic planning system have been identified. The features of the Spatial Development Strategy of the Russian Federation for the period up to 2030 have been identified. The article proposes an alternative approach to the formation of a spatial planning system. The principles, structure, and advantages of an alternative spatial planning model are substantiated.
