The Spatial Development of the Arctic Zone of the Russian Federation

Abstract
The Arctic region is a zone of strategic interests of the Russian Federation. During the period of the Soviet planned economy, significant material investments were made in the creation of unique capital construction facilities, the infrastructural development of territorial production and transport and logistics complexes, which formed the existing settlement system and the
structure of the main settlements of the Arctic zone of Russia. This article scientifically substantiates the importance of preserving the Soviet heritage of capital construction facilities and infrastructure formed during that period, as well as the need for effective management system development in new market and climatic conditions. The thesis is substantiated that the disclosure of the investment and economic potential of the Arctic zone is directly related to the preservation and development of the framework of the settlement system, as well as the addition of new elements to the existing infrastructure framework. The organization of strategic tools for marine (aquatic) spatial planning in the country will make it possible to link the entire segment of the Arctic zone of the Russian Federation into a single natural and economic region in the face of new global challenges.
