City-Conducting Role of Innovation Activities

Abstract
The article describes the overall picture of the spatial organization of innovative activities in the cities of Russia and its capital. The rapid development of digital technologies is noted, contributing to Russia's entry into the number of countries - innovators of the Bloomberg-2018 rating.
The features of the location of innovation production centers in urban areas are determined. The possibilities of using the potential accumulated in the field of research and development to improve production, education, construction, healthcare, and public utilities are noted. Innovation in Russia is becoming an instrument for improving the urban environment, however, federal districts and their constituent cities participate in the production of innovations with different activities.
More than half of personnel engaged in research and development is concentrated in the Central district and slightly less than a third in Moscow. A single innovation cluster (IK) is being organized in the capital, including institutions of the Russian Academy of Sciences, Moscow State University, technical universities, technology parks, IT companies, business incubators, and other related facilities. The process of creating hightech enterprises is ongoing, labor productivity exceeds the national average by 2.5 times. The design bureau of the Russian MiG aircraft manufacturing company (RSK MiG) develops advanced technologies, creates new and improves existing products. Skolkovo Innograd prepares masters and graduate students for work in the field of information technology, energy, biomedicine, and space medicine.
The Moscow experience extends to remote regions of the country, including crisis cities (for example, Novokuznetsk and Tolyatti). The ways of reviving the crisis cities of the European and Asian parts of the country are outlined. The article sets the task of creating a model of effective city transformation using innovative activity tools.
